REHABILITACIÓN DE EDIFICIOS. UNA NECESIDAD SOCIAL.
Los edificios van perdiendo prestaciones con el tiempo. El mantenimiento periódico y programado alarga su vida útil, pero, si éste no se realiza correctamente, es necesario rehabilitarlos para alcanzar nuevamente las exigencias que sus propietarios y/o usuarios demandan y conseguir, además, una reducción de su factura energética que puede llegar al 90%. La inversión en rehabilitación se traduce, por tanto, en beneficios económicos, ecológicos y sociales.
Nuestro país posee un parque de 26 millones de viviendas de las cuales más del 50% se construyeron antes de 1980, en la mayoría de los casos con un insuficiente mantenimiento y muy lejos de las prestaciones exigidas por la normativa actual. En Burgos, ese porcentaje supone un 57,28% de las 255.000 viviendas existentes*.
Los edificios son responsables del 40% del consumo total de energía de la Unión Europea y del 22% de emisiones de gases de efecto invernadero. España ha adquirido unos compromisos, para 2030, con los objetivos de energías renovables y eficiencia energética de la Unión Europea, que suponen, al menos, una reducción de un 40% de emisiones respecto 1990, un 32% de energías renovables en el consumo de energía y un 32,5% de mejora de la eficiencia energética. Estas metas no pueden ser alcanzadas sin tener en cuenta al sector de la edificación.
La inversión en rehabilitación energética y física de los edificios es muy rentable. Desde el punto de vista económico, permite un ahorro para los usuarios de hasta el 90% de su factura energética, eliminando o reduciendo la pobreza energética y produciendo una rápida reversión.
Aplicando la Calculadora Energética del Consejo General de la Arquitectura Técnica de España, el importe de la factura energética de una vivienda de 90 m2 en Burgos con calificación E, sería de unos 2.400,00€/año y sin embargo, con una calificación A, no sobrepasaría los 300,00€/año. Una calificación A que, en Burgos, solo tienen en la actualidad el 37,5% de los edificios construidos a partir de 2018 y un 1,1% de los antiguos**.
Pero, además, tiene otros muchos beneficios sociales y ecológicos. La citada reducción provoca la disminución proporcional de emisiones de efecto invernadero y los beneficios para el empleo son indudables. La construcción tiene actualmente una media de edad de sus trabajadores muy alta para la que no existe reposición. La rehabilitación de edificios provoca la especialización y modernización de las empresas y genera un aumento rápido del empleo más cualificado.
Los técnicos, en nuestro caso los aparejadores, estamos generando una evolución tecnológica con el desarrollo de estudios e informes sobre el sector, así como herramientas, como la Calculadora Energética o la Guía para un edificio saludable, que nos sirvan para que los inmuebles rehabilitados no solo cumplan con las exigencias normativas si no que alcancen las prestaciones actualmente demandadas por los usuarios. Para poder cumplir con los objetivos citados, las ayudas de las Administraciones Públicas son fundamentales, por el efecto palanca que producen. El Plan de Recuperación para Europa es una oportunidad única de dirigir parte de esos incentivos económicos al sector de la rehabilitación de edificios por todos los motivos argumentados, pero además porque los destinatarios finalistas de las citadas ayudas son los ciudadanos, propietarios y usuarios de viviendas y locales, con lo que se consigue una democratización de estos fondos en la sociedad.
En resumen, la rehabilitación de edificios provocará una disminución de la factura energética de los usuarios; reducirá la emisión de gases de efecto invernadero colaborando en los objetivos suscritos por España ante Europa; generará un aumento del empleo cualificado y una renovación generacional; provocará la modernización, tecnificación y digitalización de las empresas del sector; y, por último, democratizará las ayudas recibidas entre gran parte de la sociedad.
